Do You Need a Chinese License to Rent a Car in China? (2026)

The most common question we get from foreign visitors: can I use my International Driving Permit (IDP)? My home driver license? Do I need to take a Chinese driving test? This guide explains why IDP is not recognized in China, why a foreign license alone is not valid, what you actually need, how much it costs, and what happens if you drive without it.

Why IDP is not valid in China

An IDP is not a driver license — it is a translation of your home license, issued under the 1949 Geneva or 1968 Vienna Road Traffic Conventions. China (mainland) has not joined either convention. So an IDP issued in Taiwan, Hong Kong, the US, Japan, the UK or anywhere else carries no legal weight on Chinese roads, no matter how official it looks.

Most countries accept IDP, so travelers assume it works everywhere. China is one of the exceptions.

Can I use my foreign driver license directly?

No. Chinese traffic law does not recognize any foreign driver license for direct on-road driving. A US license, Taiwan license, Hong Kong license, Japanese license, UK license — driving with any of them alone is treated as driving without a license.

What you actually need

A Temporary Driving Permit of the People's Republic of China. This is not the full Chinese driver license (which requires passing written and road tests — impractical for tourists). It is a temporary document issued to short-term visitors, valid 3 months, nationwide, for the car class on your home license (standard passenger car is fine).

Without this, no reputable rental company will rent to you — insurance is void in an accident, and the rental company is liable.

How to get it — do not go to the police office yourself

Option one: do it yourself. Take your passport, visa, home license, a certified translation of the license, white-background ID photos, and queue at the local vehicle management office. The problem: most staff do not speak English, forms are in Chinese, and you need to find a certified translation company first. For a first-time visitor this is painful.

Option two: we arrange it. Send us scans of your passport and home license. We handle translation and the office visit. You do not need to appear in person. Fee: 1500 RMB. Time: 1-3 working days. Send documents a week before you fly — when you land to pick up the car, the permit is inside.

What happens if you drive without it?

1. Police stop you: driving without a license, fine 1000-2000 RMB, up to 15 days detention.
2. Accident: insurance is void — you pay all repair costs out of pocket.
3. We (the rental company) can take the car back and keep the deposit.

Last year a guest insisted his US-issued IDP was "international" and tried to rent from a disreputable small operator. Three days later he was pulled over in Dali, fined 1500, car impounded, and took a taxi back to the airport. Cheaper and easier to just pay 1500 for the permit in advance.

Taiwan, Hong Kong, Macau licenses

Hong Kong, Macau and Taiwan licenses are not directly valid. Converting them to a formal Chinese license requires a long-term residence permit, which tourists do not have. For short trips, the same temporary permit applies: 1500 RMB, arranged by us, 3 months valid.

How long does the permit last?

3 months. Your rental trip is days to two weeks — more than enough. If you need longer, tell us in advance and we will arrange the next step.

What else do I need to rent?

Valid passport, valid Chinese visa (or visa-free entry), the temporary driving permit, deposit (Lavida 3000, Tank 300 5000), 600 RMB booking deposit. No Chinese ID card, no residence permit required.

Why we do not rent without the permit

We are a licensed travel agency, not a street corner lot. If you drive without a permit and have an accident, we are first in line for liability. We will not hand over the car just because you have cash. Avoid any operator who says "don't worry, drive on the IDP" — when the police stop you, you are the one who suffers.

Bottom line

The Chinese driving license system is not what most visitors are used to, but once the temporary permit is sorted, everything else is easy. We are Yunnan Province International Travel Agency (Group) Co., Ltd. WeChat qxzj7557 (WhatsApp +86 13759155671), email [email protected]. Send us your passport and license scans a week before arrival and we handle the rest.
