Friends from Hong Kong and Macau often add me on WeChat asking: can I use my Hong Kong license to rent a car directly in mainland China? What documents do I need? How do I get a temporary permit? Today I will answer all the rental questions I get from Hong Kong and Macau guests in one place, so you know what to expect.
Can a Hong Kong or Macau license be used directly in mainland China
The answer is no. Neither Hong Kong nor Macau driver licenses can be used directly in mainland China. Whether you hold a full Hong Kong license or an International Driving Permit, neither works for renting and driving in mainland China.
Why? China has not joined the UN road traffic conventions, so it does not recognize International Driving Permits, nor the licenses of Hong Kong, Macau, and Taiwan. In the eyes of a mainland traffic officer, driving on a Hong Kong license is treated as driving without a license. If stopped, you face fines or even detention.
I once had a Hong Kong guest who, on his first visit to the mainland, assumed his Hong Kong license was enough. On the drive from Lijiang to Dali he was pulled over at a traffic checkpoint. He showed his Hong Kong license, but the officer said it was not valid and moved to impound the car. He called me, and I quickly sent the electronic copy of his temporary permit, explaining to the officer that he was an overseas visitor and we were arranging the permit. Only then was it resolved. That guest later told me he would never again drive without carrying the temporary permit.
What documents Hong Kong and Macau guests need
To rent a car and drive legally in mainland China, you need two things:
First, your identity document. Hong Kong and Macau residents use the Mainland Travel Permit for Hong Kong and Macau Residents (commonly called the Home Visit Permit). This is the ID you use to enter the mainland, and you must carry it.
Second, a Chinese temporary driving permit. This is the document that legally lets you drive in mainland China. It is issued by the traffic police, carries your photo and an official seal, and is valid for 3 months and usable nationwide. Without it you cannot legally drive.
You do not need to take a driving test. The temporary permit is issued based on your valid home license, as long as your home license is in good standing.
How we arrange the temporary permit
We handle the temporary permit for you. The fee is 1500 RMB per driver, and you do not need to appear in person. You simply send us scanned copies of your Home Visit Permit and your Hong Kong or Macau driver license, and we take care of the translation and the paperwork.
It normally takes 1 to 3 working days to issue. Send us the documents about a week before you fly, and by the time you pick up the car at Lijiang airport, the temporary permit is already waiting in the car. You do not need to queue at a vehicle management office, fill out forms, or gesture at a Chinese-language counter.
Why can we do this? We are a licensed outbound travel agency. We act as your guarantor with the vehicle management office and submit the application on your behalf. This is a fully legal process, not a back-room arrangement.
Why a travel agency must guarantee the application
Some guests ask why they cannot just apply by themselves. Under the rules, a foreign visitor's temporary driving permit in mainland China requires a qualified entity to guarantee and submit the application; an individual cannot complete the process alone. As a licensed outbound travel agency, we provide that guarantee and handle the filing.
This is a process requirement, not an optional extra. The permit issued is an official traffic-police document with a number, photo, and seal, and officers at checkpoints recognize it.
Common misconceptions
The first misconception: assuming an International Driving Permit works in mainland China. Many Hong Kong guests say they hold an IDP and ask why they still need a temporary permit. The IDP is not recognized in mainland China. To a mainland officer, an IDP is the same as having no license.
The second misconception: assuming the permit is only needed at pickup. In fact, an officer may stop you at any time while you drive. You cannot use the permit at the rental desk and then leave it in the hotel. Carry it with you whenever you drive, together with your Home Visit Permit.
The third misconception: assuming agency-arranged permits are a gray-area operation. They are not. We are a licensed outbound travel agency guaranteeing you to the vehicle management office, and the permit is a fully legal, officially issued document.
My advice
First, do not assume your Hong Kong or Macau license or an IDP is enough; you need a Chinese temporary driving permit. Second, send us your Home Visit Permit and license scans about a week ahead so we can arrange the permit before you land. Third, carry both the permit and your Home Visit Permit whenever you drive. Fourth, do not risk driving without the permit; being treated as an unlicensed driver means fines and a ruined trip. Fifth, if you have any doubts, ask us before you travel rather than finding out at a checkpoint.
In short, the document process is straightforward once you know the rules: Home Visit Permit plus a temporary driving permit, which we arrange for you. Message me on WeChat with your travel dates and I will walk you through each step.
